Sandy serves as General Counsel for Tower and leads the Legal Department, which provides legal advice to the company and its affiliates across its portfolio and internal operations.

Sandy’s diverse experience ranges from corporate strategy, governance, compliance and risk management, commercial real estate, structured finance and capital markets, sustainability, and public private partnerships in housing, infrastructure, community and mixed-use development, and green finance.

Prior to joining Tower, Sandy has served in legal and executive roles in the commercial real estate, green finance, multifamily finance, infrastructure industries as well as in law firm environments.

Sandy’s active engagement with community service organizations involves volunteer service on boards, steering committees and task forces that prioritize corporate stewardship through ESG (environmental, social impact and governance) strategy and initiatives, including Arcadia Center for Sustainable Food & Agriculture, Community Opportunity Fund, Fairfax County’s Green Bank Steering Committee, District of Columbia Bar Association’s Diversity, Equity Inclusion and Accessibility Task Force, and Association of Corporate Counsel National Capital Region Leadership Academy. Sandy is also an adjunct faculty member of American University.

Sandy is a graduate of Georgetown University Law Center (2003), earned an M.A. in Policy Analysis and Evaluation from Stanford University School of Education (1999), and a B.A. in History at Tufts University (1995). She is a member of the Maryland Bar and the DC Bar and resides in Northern Virginia.
